Now that the House and Senate are trying to reconcile their separate health care bills, it seems worthwhile to compare the two bills on the elements most important to small businesses. There are crucial differences between the two. In general, small companies—or at least the most self-interested among them—are likely to prefer the Senate bill, which is more lenient on employers and insurers alike. Employees and those most concerned about the integrity of the reforms—whether they’ll actually do what they’re supposed to do—are likely to gravitate toward the House version.
